These plans mark the awakening of a new dimension of human services. The awakening process that has been envisioned in this document is gentle, yet goal driven. A steady pace of change is occurring as these goals are achieved. Because the PBH region consists of a large and diverse population, we have chosen a route that will ensure that we can bring all of our stakeholders with us.
